It was approved by the First Session of the Ninth National People’s Congress (NPC) in March 1998 that the State Science and Technology Commission (SSTC) changed its name to the Ministry of Science and Technology (MOST), a central government agency under the State Council, responsible for the nation’s science and technology activities.
MISSIONS
1. To formulate macro_strategies of science and technology development as well as guidelines, policies, laws and regulations for the purpose of accelerating the development of economy and society by science and technology;
To research on major issues of science and technology for promoting the development of economy and society;
To research and decide the major layout and priorities of science and technology development;
To promote the construction of national scientific and technological innovation system, and to upgrade the national capacity of innovation.
2. To organize the formulation of medium term and long term plans as well as annual plans of the national civilian science and technology development.
3. To research and put forward the guiding principles, policies and measures of science and technology system reform;
To promote the establishment of science and technology innovation mechanism which adapts itself to the socialist market economy and the inherent law of development of science and technology;
To direct the reform of science and technology system in the governmental departments and localities.
4. To work out measures to increase input into science and technology through multichannels;
To optimize the dispositions of science and technology resources;
To administer on its own responsibility the budget and final accounts of science operating expenses, the "three-item expenditure" on science and technology (namely, the expenditure on trial-producing new products, the expenditure on the middle stage tests, and the expenditure on subsidies for major scientific research projects), the funds of science and technology foreign affairs, etc.
5. To do research in and formulate policies and measures to strengthen basic research, high and new technology development;
To draw up and organize the implementation of the key basic research projects, the high technology R&D program, the key S&T projects, the science and technology innovation engineering, and the science and technology program for social development.
6. To reinforce the industrialization of high and new technology, and the development and dissemination of applied technology;
To guide the transfer of scientific and technological achievements;
To manage the national affairs on high and new technology key new products;
To draw up and direct the implementation of guidelines of science and technology development programs,such as the Torch Program, the Spark Program, the S&T Achievements Dissemination Programm, and so on;
To administer the national high and new technology industry development zones;
To promote the export of high and new technology and the formulation of relevant policies.
7. To take part in drawing up of the construction plans of science and technology bases like major national scientific engineering;
To draw up and carry out the plans of science and technology bases like State Key Laboratory.
8. To do research in the national deployment of S&T human resources, and to put forward policies which would encourage scientists and technicians to fully play their roles, and would create the favorable environment for scientists and technicians to make progress.
9. To do research in and put forward the guiding principles and policies on international science and technology cooperation and exchange;
In charge of the official bilateral and multilateral science and technology cooperation and exchange as well as with relevant international organizations;
To direct the work of Chinese science and technology agencies in foreign countries;
To select and supervise science and technology officers posted at Chinese embassies and consulates abroad;
To manage the programs of scientific and technological aid from foreign governments and international organizations to China , as well as from China to foreign countries;
In charge of the science and technology cooperation and exchange with Hong Kong, Macao, and Taiwan.
10. To do research in and put forward suggestions on formulating S&T laws and regulations;
To manage on behalf of the state S&T achievements, S&T Awards, S&T security, technology markets, and the protection of intellectual property rights related to S&T all over the country;
To draw up the plans of S&T popularization, and to promote S&T popularization by introducing policy guidelines;
To accelerate the development of social intermediary organizations involved in S&T consultancy, bidding, and evaluation, and to promote the setting up of S&T service system.
11. In charge of the management of S&T information, S&T statistics, and S&T periodicals, and to examine the establishment and adjustment of scientific research institutions.
12. To direct and coordinate the departments of the State Council, provinces, autonomous regions and municipalities in the administration of science and technology.
13. As entrusted to supervise the National Fund of Natural Sciences and the Science and Technology Daily.
14. To carry out the jobs assigned by the State Steering Committee of S&T and Education.
15. To carry out other jobs assigned by the State Council.
