1. Undertake organization and implementation of studies on strategies for international S&T cooperation development; study, formulate and monitor the implementation of relevant rules for managing S&T foreign affairs.

2. Undertake the organization and implementation of nation-wide surveys on S&T foreign affairs.

3. Undertake policy guidance, supervision and inspection regarding international S&T cooperation and exchanges of departments and localities.

4. Undertake organization, coordination and supervision in implementing the Program for Key International S&T Cooperation Projects; study and work out outlines and management methods for executing the program.

5. Undertake organization and coordination of building up conditions and capacity for international S&T cooperation; undertake coordination and guidance of demonstration bases of international S&T cooperation.

6. Study and put forward suggestions about S&T cooperation policies concerning Hong Kong SAR, Macao SAR and the Taiwan region as well as guide and coordinate related implementation.

7. Review inter-governmental S&T cooperation agreements and projects; study and put forward suggestions about policies and measures of foreign enterprises and research institutions setting up R&D units in China; review the setup of joint research institutes in China; review the hosting and participation in overseas S&T expos; guide the organization and execution of technical training for developing countries.

8. Review intra-MOST plans and activities concerning foreign affairs. Organize the drafting of intra-MOST rules for managing foreign affairs; review budgets of funds earmarked for international S&T cooperation, foreign affairs and foreign aid.

9. Put forward suggestions in response to major emergencies and incidents in international S&T cooperation of a general nature as well as undertake concrete duties accordingly.

10. Responsible for guidance, supervision and performance assessment with regard to the work entrusted.

11. Undertake organization and execution of domestic publicity activities of international S&T cooperation; guide the construction and management of www.cistc.gov.cn (China International Science and Technology Cooperation).

12. Undertake the drafting of annual plans and work summaries of the Department of International Cooperation; integrate government affairs, and undertake document review and management, management of seals, work supervision, information service of government affairs, as well as human resources management, administrative supervision, review of passports and visas, assets management and confidentiality management; send/receive, circulate and superintend important diplomatic documents and telegrams.

13. Undertake other tasks assigned by the leadership of the Department of International Cooperation.
