The Center of National Railway Intelligent Transportation System Engineering and Technology????RITSC was approved to be established in 2000 by the Ministry of Science and Technology and passed the inspection acceptance by the State in 2002 after the three-year construction period.

RITSC, based on the national economy development and railway science and technology progress and aiming at the important and key technical problems in railway intelligent transportation system, directs its efforts to make the continual research and development, strengthen technical innovation, promote intelligent automatization of railway transport equipment and inforamtionization and intelligentization of operation management, speed up the transformation of major technical results to be the project, the industry and to have certain scale and to be more standard to realize the leap-forward development of Chinese railways with excellent majors, talents and funds. RITSC will make every effort to be the new integrated base for the research and development and system innovation of railway intelligent transportation, to be the engineering and industrial base of technical core and product promoting in the whole system as well as the training base of technical and application talents for the railway intelligent transportation system.

Under the lead of the MOST (Ministry of Science and Technology) and MOR, RITSC was established in CARS. CARS has always devoted to the research and application of railway intelligent technology since 1987, and has formed the complete the theory and method system of railway intelligent automatization and intelligent control. And the research and development of RITS also becomes more comprehensive. CARS has achieved many outstanding results in railway safety, capacity extension, speed-up on existing lines, key technology of high-speed railway, railway intelligent control and informationization technology and has become the first-grade scientific and technological institution with many talents, perfect equipment, advanced special technology and outstanding integrate advantages. In CARS, there is the only Loop Track Test Base in Asia that creates preferable material condition for developing high-speed, heavy haul, capacity extension and safety transportation.

Since its establishment, RMB16 million has been invested by MOST, MOR and CARS to purchase equipment for research, development and experiment as well as the research and development of key technology and construction of model projects. There have been 5 items of technical results having transformed into the industry and the engineering. As for the research and development, RITSC has the integrated ability for undertaking important item of the State, the Ministry and the railway industry, and organizing and execution of important project and solving key technical problems. Centering on the 9 core technical fields of RITS, RITSC has developed 29 research and development item such as On System Framework of RITS, Research and Design of Railway Traffic Safety Supervision System and Research and Design of Railway Intelligent Transportation Simulation Test System of which, 3 are of state level, 20 ministry. In 2001, it won one state prize for science and technology progress and the transformation rate of lab test to market benefit is above 70%. As for the construction, it has established 3 first-grade maintenance centers of MOR, that is, Station Computer Interlocking Maintenance Center, Traffic Control Automation Maintenance Center and National Passenger Ticket System Maintenance Center, furthermore, it also established 2 product processing (manufacture) bases and products inspection station. Meanwhile, RITSC pays great attention on the product and service quality, and there are 2 major departments having passed ISO9000 respectively in 2000 and 2001.

In order to speed up the research and development, industrialization of results, standardization course of China?痵 railway intelligent transportation technology and equipment, promote the technology progress and technology innovation of railway intelligent transportation technology, improve the quality, technical grade, additional value capacity and market competition ability as well as shorten the distance with international advanced level, RITSC makes full use of the scientific research base, technical equipment, integrated advantages of technical personnel and administration logistic support of CARS to develop hi-tech and related industries and make open service to promote the national economy and social development by facing the whole industry, society and economic construction and satisfying the market and social requirements. RITSC will make it best to form good circulation development system in technology development and technical results transformation, its own economic ability, personnel training and group construction.
