Approved by the State Council in 1992, Kunming High- and New-tech Industrial Development Zone is the only national level of development zone for high- and new-tech industries. The planned area of Development Zone is 11.5 square kilometers comprising Liangjiahe new area, Jinding science and technology garden, Yunnan non-governmental science and technology garden, and the science and technology street etc. since its establishment 10 years ago, under the leadership of CPC provincial and municipal committees and government, the Development Zone has enjoyed rapid development of various undertakings. Presently it has become a new source of economic growth of Kunming and even of the entire province.

Focusing on the theme of ?°Develop High-tech and Realize Industrialization?±, Kunming High- and New-tech Industrial Development Zone gives priority to development of the industries of biological and information technologies promoting rapid development of the industries of high and new technology. During the Ninth Five-year Plan period, the Development Zone gains an annual increase of various indices such as income from technology, industry and trade, industrial output, amount of foreign currency earned through export, and tax and interest, are 60.8%, 59%, 30% and 78% respectively, showing a prominent trend and potential of development. In 2001, the Development Zone also maintained a speedy development with the annual value added being 2.086 billion RMB yuan, an increase of 49% above that of the corresponding period; a total income of 9.18 billion RMB from technology, industry and trade, an increase of 36%; a total profit and tax of 1.05 billion RMB yuan, an increase of 42%; including a total revenue of 0.525 billion RMB yuan, a total local fiscal revenue of 0.134 billion RMB yuan, an increase of 36.3%; a total foreign exchange through export of 0.124 billion RMB yuan. In the Development Zone are 878 enterprises, 86% of which are enterprises of science and technology; 121 are enterprises of high and new technology approved by the Provincial Department of Science and Technology, amounting to 80% of the total number of enterprises of high and new technology in the entire province; 15 earn a total income of hundreds of millions of RMB yuan from technology, industry and trade, and 41, more than tens of millions of RMB yuan; 87% hold their own intellectual property. As a result, in the Development Zone have taken shape four leading industries of biological and biopharmaceutical engineering, engineering of integrated optics, machinery and electronics, electronic information technology, and new material and technology. 

Over the past 10 years, the Management Committee of the Development Zone has put in an accumulative investment of nearly 0.7 billion RMB yuan on construction of infrastructure. To date, 35.5km-long roads, 38km-long piping network for water supply and 4 electric power switch centers have been completed; the broadband multimedia transmission in the zone are built and made ready for use; and the telecom capacity is 100,000 sets of telephones. With a total investment of nearly 2.5 billion RMB yuan on fixed assets in the zone, the continuously improved infrastructure has created good conditions for development of high- and new-tech industries.
